Coordinator - Infrastructure Planning
 

Primary purpose of the position:
Lead and co-ordinate the development of Policies, Strategic Plans, Models, Guidelines and Emergency Planning/Response relating to the planning, design and implementation of the Transport, Drainage and Parks & Foreshore Programs
Be the lead authority in Council on matters in relation to transport and traffic planning. As well as engage in effective interactionand networking at various levels within Council and external to Council.

Key Duties and Responsibilities:
· Lead, co-ordinate and manage the preparation and review of management /strategic plans (including Priority
Infrastructure Plans) for the Transport, Drainage, Parks & Foreshore Programs, which includes the:
- Liaison, effective interaction and consultation with public authorities, state government departments/ agencies, Councillors, Executive and Officers on traffic and transport issues.
- Assist with co-ordination of an annual strategic planning forum for Council to ensure that the Program and associated strategic plans are reviewed and remain current.
- Ensure that enhancements of the Programs are reflected in the relevant Asset Management Plans, Operational Plan, Branch Action Plans and Capital Works Program(s).
- Co-ordinate the development, management and timely delivery of Project Briefs and Consultancies
- Develop an Implementation Plan for the above
· Provide leadership, management and guidance to the technical and support staff reporting to the position
· Establish and maintain information systems (relating to priority, trigger, funding) to support analysis and decisionmaking for infrastructure planning and capital works programming.
· Provide timely, accurate and professional advice to the Manager and General Manager on issues relating to infrastructure planning
· Ensure adequate and timely processing and consideration of all correspondence, reports, advice and plans
· Establish and promote a commitment to high quality customer service
· Coordinate the investigation, analysis and provision of solutions, including concept definition and evaluation
(business case analysis) including but not limited to:
- Transport and traffic planning
- Land acquisition/resumption for future roads
- LATM’s
· Effective interaction and provision of drainage, parks and transport and traffic planning information to the:
- general public
- Councillors
- staff and project teams within the organisation
- relevant inter-government working and/or technical committees and agencies/departments.
· Review and advise on development condition recommendations to ensure that they are consistent with long term strategic objectives for the Transport, Drainage and Parks Programs.
· Provide information and advice to the Manager on infrastructure matters during/for emergency planning /
disaster management.
· Provide advice/input into the engineering standards of Council’s Development Manual.
· Ensure all corporate information is captured within Council's business systems adhering to Recordkeeping policies and procedures.

Key Selection Criteria:
Qualifications
· Bachelor of Engineering Degree (Civil) and eligibility for corporate membership of Engineers Australia. or
· A relevant tertiary qualification in Transportation Planning, Traffic Engineering, Resource or Town or Urban Planning (or related discipline)
Experience
· Extensive relevant experience in a senior management role.
· Extensive experience in co-ordinating the development, review and implementation of strategic/master (infrastructure) plans as they relate to local government
