The Turnover Coordinator is responsible for coordinating communications within the business area to ensure the safe, timely and effective pre-commissioning, turnover and commissioning of systems, and startup.
Specific Accountabilities include but are not limited to:
- Work with the PUG EPC Contractor Team, the Upgrading Operations team, other members of the PUG project management team, and relevant functions of other business units (Safety, QA, Engineering, etc.) to:
- Define systems for pre-commissioning and turnover;
- Define piping pressure test packages that allow timely and effective progress of piping pre commissioning;
- Develop a detailed plan and schedule for pre commissioning and turnover of systems and facilities, consistent with PUG and Upgrading construction milestone targets, and commissioning and startup plans;
- Ensure that the physical and documentation requirements for turnover of systems and unit are defined, understood and agreed by all concerned parties;
- Plan and coordinate performance of key pre commissioning and turnover activities such as: pre piping pressure test walk downs and issuance of their deficiency lists, equipment-vendor rep assistance during pre commissioning and commissioning, static equipment final inspection and closure, system walk downs and issuance of their deficiency lists, deficiency list follow up and closure, etc.; and
- Develop effective information systems to capture relevant data on, and monitor and report progress of, the above mentioned key pre commissioning and turnover activities
- Interface with the Utilities & Offsites business unit and other Upgrading projects to ensure that the pre commissioning and turnover activities are planned, coordinated and performed in a manner consistent with the overall Upgrading pre commissioning, turnover, commissioning and startup plans.
- Monitor and appraise the PUG EPC Contractor’s pre commissioning and turnover performance, and ensure the work is carried out in a safe, timely and effective manner. Proactively communicate deviations and concerns to the PUG Turnover Supervisor, and work with him to ensure the pre commissioning and turnover activities meet plan and quality requirements. Where corrective action is required, identify deficiencies and coordinate re work to ensure schedule, specifications, procedures, company objectives and construction management best practices are adhered to.
- Review the PUG EPC contractor’s work plans and identify any potential risks which could adversely affect project success. Work with the PUG Turnover Supervisor and contractor to avoid or mitigate all significant risks and help contractor to put in place contingency plans for any risks which cannot be effectively mitigated. Look for and implement work improvement strategies which can reduce execution risk and add value to the project through schedule and cost savings.
- Lead the safety effort for pre commissioning and turnover activities by fully backing the contractor’s safety program and helping to establish a safety culture that keeps accidents and lost time injuries to an absolute minimum, in line with Horizon, CNRL and Industry goals.
- Foster a productive and open communication among members of all involved teams that may influence, or may be influenced by pre commissioning and turnover activities.
- Maintain a technical link with the discipline engineers of the Engineering Integration and Site Development business units to ensure consistency with all CNRL practices and standards.
EMPLOYMENT REQUIREMENTS:
- 10 years’ experience in process plant construction
- 5 years’ experience in systems pre commissioning and turnover activities.
- Applicable engineering, technical or trades certification.
- Familiarity with the application of, and compliance with international procedures and standards for civil, structural, piping, vessels, rotating equipment, electrical, instrumentation and control work, required for the safe and effective design, construction and operation of a major refinery/upgrader facility.
- Proven ability to plan and manage large pre commissioning and turnover work, including procedure development, scheduling, progress monitoring and basic personnel management.
The location of this position will be the Horizon Oil Sands Project located 70 km north of Fort McMurray, Alberta.
